Network speed monitoring and limiting

Background

Do you want to monitor your network speed and in cases limit it?

Monitoring ingame downloads and surfing at the same time, so that your time is not wasted on looking at the download screen
Limiting download and upload speeds such that it will not jam your network connection (also termed capping)
Having monthly / daily statistics (usage graphs)
